UN and Iranian arms

The UN (as if it is business) declared that a gift of Iranian arms to the Lebanese army is a violation of the sanctions regime against Iran. But the UN did not declare that Iranian weapons to Kurdish rebels and Iraqi army are a violation of the same sanctions regime. What gives?
